Judge (b 1940) is a pro­lif­ic writer and philoso­pher. Author of more than 1,600 papers on “infor­ma­tion and knowl­edge orga­ni­za­tion of rel­e­vance to gov­er­nance and strat­e­gy-mak­ing,” and a devel­op­er of exen­sive infor­ma­tion data­bas­es on glob­al civ­il soci­ety, world prob­lems and social com­mu­ni­ca­tion via the Union of Inter­na­tion­al Asso­ci­a­tions (UIA).
